
The Federal Government and the German states (Länder) have agreed to work together to strengthen and develop teaching in higher education. They have pledged to provide 150 million euros a year for this purpose in the Agreement on Innovation in Higher Education Teaching, which replaces the previous Quality Pact for Teaching between the Federal Government and the states.
Toepfer Stiftung responsible for implementation
The Toepfer Stiftung, a non-profit foundation, has been commissioned with realising the goals of the Agreement on Innovation in Higher Education Teaching with appropriate funding formats. Under the umbrella of the Toepfer Stiftung, the ”Stiftung Innovation in der Hochschullehre” will act as the implementation body and be responsible for awarding the funds that have been allocated for supporting and disseminating innovative higher education teaching. In addition to supporting projects to strengthen study programmes and teaching at universities, the programme also aims to promote exchange between the states as well as support networking and knowledge transfer in this area.

Budget
An annual sum of up to 150 million euros has been made available for funding programmes. The Federal Government is responsible for financing the programme until 2023. From 2024 onwards, the Federal Government will contribute 110 million euros and the German states (Länder) 40 million euros a year towards Innovation in Higher Education Teaching.
