Munich Launches Smart Delivery Zones to Improve Urban Logistics and Reduce Traffic

The City of Munich has launched the public testing phase of a new pilot project that digitalises delivery zones in the city centre, providing real-time occupancy information to commercial transport operators and other users. The new mobility service, implemented within the framework of the European project metaCCAZE, aims to improve the efficiency of urban logistics, reduce parking search traffic, and support a more sustainable and accessible city centre.

The metaCCAZE project, co-funded by the European Union (grant agreement No 101139678), aims to revolutionise mobility in European cities, serving both passengers and freight, with innovative electric, automated, and connected solutions designed to make transport smarter, net zero, and more efficient for all. In the vibrant streets of four trailblazer cities – Amsterdam, Munich, Limassol, and Tampere – metaCCAZE tests and demonstrates cutting-edge technologies that support shared zero-emission mobility solutions for people and goods, contributing to climate neutrality. Successful technologies and activities are shared and implemented to six follower cities – Athens, Krakow, Gozo, Milan, Miskolc, and Poissy, Yvelines (Paris region). As a project partner, Steinbeis Europa Zentrum plays a key role, in coordinating communication and dissemination activities. In addition to supporting cities in developing effective local communication strategies, Steinbeis leads the creation of the project’s corporate identity and manages global communication channels, including the website, newsletter, and social media. Steinbeis also promotes partner participation in key industry and scientific events and develops communication materials (e.g., videos, infographics) to help cities beyond the consortium, as well as citizens, understand and potentially replicate the project’s mobility solutions. The pilot was officially launched by Munich’s Deputy Mayor Dominik Krause and Georg Dunkel, Head of the Department of Mobility, together with Annette Hilpert, Head of Urban and Regional Development at the Chamber of Industry and Commerce (IHK) for Munich and Upper Bavaria. As part of the project, Munich’s Department of Mobility equipped 21 selected delivery and loading zones in Munich’s historic city centre and the streets surrounding Fraunhoferstraße with smart sensors. These sensors transmit real-time occupancy data directly to the free mobile application mo2B, enabling users to identify available delivery spaces and navigate to them efficiently. In addition to the sensor deployment, selected zones in the city centre have received enhanced road markings featuring the word “Lieferzone” (Delivery Zone) to improve visibility and awareness among road users. Supporting Efficient Urban Logistics The pilot includes both Munich’s multifunctional “3L zones” – designated for loading, unloading and service activities – as well as traditional loading and delivery zones. The mo2B application displays all available 2L and 3L zones throughout the city and includes a routing function that guides users directly to suitable locations. By providing real-time information on space availability, the project seeks to reduce the misuse of designated delivery areas and minimise unnecessary circulation caused by drivers searching for parking spaces. This will benefit commercial transport operators such as logistics providers, tradespeople and care services, while also contributing to improved traffic conditions in the city centre. Deputy Mayor Dominik Krause commented: "I am very pleased that, with this project, we can introduce a significant improvement for commercial transport. By equipping delivery zones with sensors and providing real-time information, we can improve access to loading spaces, particularly in Munich’s historic city centre where space is limited. The digitalisation of mobility services creates substantial added value for Munich’s residents and especially for delivery and service-related traffic." Georg Dunkel, Head of Munich’s Department of Mobility, added: "With this pilot project, we aim to improve both the utilisation and efficiency of delivery zones. The city centre currently experiences high parking pressure and frequent misuse of designated spaces. Through real-time information, tradespeople, care services and delivery operators can find available stopping opportunities more quickly, while improper parking can be addressed more effectively. In addition, residents and people with disabled parking permits can also benefit from the digitalisation of these spaces and the information provided through the app." A metaCCAZE Innovation for Replicable Urban Mobility Solutions The pilot is funded through the Horizon Europe project metaCCAZE, which supports cities in developing innovative solutions for sustainable mobility and urban logistics that can be replicated across Europe. To identify the most relevant locations, the City of Munich worked closely with chambers of commerce and business associations to select delivery zones in areas with high commercial transport demand. The project helps assess which user groups adopt the service and identify where additional solutions may be required in the future. The pilot is being implemented through a collaboration between the City of Munich and several metaCCAZE partners: • Smart City System GmbH – providing and operating the occupancy sensors • Stadtraum GmbH – providing and operating the mo2B application • Technical University of Munich (TUM) – evaluating the pilot and analysing its impacts • DB Schenker – testing logistics applications and operational use cases metaCCAZE is a project under the CIVITAS Initiative, an EU-funded programme working to make sustainable and smart mobility a reality for all, and contributes to the goals of the EU Mission Climate-Neutral and Smart Cities.
